Announcement for all passers of the 2012 LLE: Registration for the issuance of Professional Identification Card (ID) and Certificate of Registration will start on November 15, 2012 but not later than November 16, 2012. Please help pass this info to our new librarians, and take note of dates.

Those who will register are required to bring the following: *duly accomplished Oath Form or Panunumpa ng Propesyonal, *current Community Tax Certificate (cedula), *2 pieces passport size picture (colored with white background and complete nametag), 1 piece 1" x 1" picture (colored with white background and complete nametag), *2 sets of metered documentary stamps and 1 short brown envelope with name and profession and *Payment of Initial Registration Fee of P600 and Annual Registration Fee of P450 for 2012-2015.

"BRLC GENERAL ASSEMBLY, ELECTION AND FORUM."

September 1, 2012

Dear Colleagues,

The Philippine Librarians Associations, Inc., Bicol Librarians Council will be having an Annual General Assembly and election of a new set of BRLC officers for 2013-2015, on Friday, October 12, 2012, at the Fernando Hall, Ateneo de Naga University , Naga City.

As mandated by the PLAI, election of a new set of officers will be conducted this October 2012 for the positions of President, Vice President, Treasurer, Secretary, Auditor and two Board Members. We are calling all Bicol librarians to submit nominees for the said positions by filling out an online form available at the BRLC official website: http://plai-bicolregionlibrarianscouncil.yolasite.com/ This is to ensure that the best candidates in the region are identified for various positions in the Council. I encourage librarians from Albay, Masbate, Sorsogon, Camarines Norte, Camamarines Sur, and Catanduanes to nominate their candidates. All nominees must be present during the Election Day. If nominated, but absent on the day of election, nomination is invalid. As a matter of policy, incumbent officers may be re-elected, but not for the same position. (Please see PLAI Guidelines for Council Election Rules). Online nominations will be accepted from September 10 to 30, 2012.

Elected officers are required to attend the PLAI Annual Convention on November 29-30, 2012 in General Santos City to elect the new PLAI (national level) Officers for 2013- 2015.

To inspire us in our assembly, we have invited a speaker to talk on the topic “Librarian Leadership in the 21st Century. “ Registration will start at 8:00 am with a fee of P300 to cover food and other incidental expenses. Forum - -“The Value of the Library Profession in the Philippines”

Dear Colleagues,

The Bicol Region Librarians Council (BRLC) would like invite
you to attend a forum on the topic “The Value of the Library
Profession in the Philippines” on December 20, 2011 at 9:00-12:00
noon at the Instructional Media Center, University of Nueva
Caceres, Naga City.

This forum aims to discuss the current situation of the library
profession and education in the Philippines. The participants for
this forum are librarians and paraprofessional library personnel of
the region. Registration fee is P200.00 to cover meals and other
expenses.

On the same day, we would like to recognize and award
distinguished librarians in Bicol. One of them is Dr. Perpetua S.
Porcalla, who has made a noteworthy contribution in the field of
librarianship particularly in Bicol. She was in the profession for
over 40 years. Under her tutelage, she produced numerous
professional librarians in the Region.

Also, we would like to give recognition to two librarians who were
in the 6th and 5th placer respectively in 2009 and 2010 examinations
for librarians. The same with the six (6) new librarians who
passed the recent board examination (November 2011). This is to
uplift the morale of librarians in our Region, as we played a
significant role in the field of education and information literacy.

We have invited Mrs. Mila Ramos, member of the Board for
Librarians to grace and witness the occasion, the first ever
recognition given to distinguished librarian of Bicol.

The Philippine Librarians Association, Inc. (PLAI) regional chapter (CVRLC 7) for Central Visayas will hold its Mid-Year Congress on September 16 and 17, 2011 at the Sarrosa International Hotel, F. Cabahug St., Mabolo, Cebu City, with the theme “Collection Security Management vis a vis Librarian’s Responsibility.”

This congress intends to update librarians, administrators and all other information users on the current trends in accessing digitized information sources as well as make librarians more aware of their responsibilities in ensuring the security and protection of library resources. “Expectations of the Administration From The Library in Support of Its Institutional Objectives”

Warm greetings from PLAI-NCR!


Library and librarians’ work is never ending and always changing. The nature and expectations of the performance of library tasks and duties have changed and evolved dramatically in the last few decades. It is now more than ever, that information professionals are being compelled to make their presence felt by their institutions and more importantly by the administrators and other stakeholders. It is based on this premise that the Philippine Librarians’ Association, Inc.–National Capital Region (PLAI-NCR) Librarians’ Council in cooperation with the Academic Booksellers Association of the Philippines (ABAP) invite librarians, information professionals, library support staff, teachers and students of library and information studies to attend and participate in a Forum on the topic “Expectations of the Administration From The Library in Support of Its Institutional Objectives”


This Forum specifically aims to:

1. Promote effective partnership between the administration and the librarian in the realization of the institution’s vision and mission.

2. To encourage involvement in the optimal utilization of library resources and services by:

a. Providing library updates to the administration and members of the faculty

b. Continuing to motivate clienteles to read and use the various resources in the library.



We have invited Dr. Benjamin G. Tayabas, President of Technological College and CHED Consultant, as our Resource Speaker.


This forum will be held on July 12, 2011 at the Megatrade Hall 5th Floor, Building B of SM Mega Mall, Mandaluyong City from 1:00 – 4:00 p.m. This shall coincide with the 15th ABAP Book Fair. Fees to be assessed are as follow: PLAI members PHP200.00, non-PLAI member PHP 250.00, undergraduate students PHP 100.00. Senior Librarian – Rice Bibliography
Reference number: RAS-2011-112-MR

Screening will start on 13 June 2011 and will continue until a suitable candidate has been found.
To supervise the compilation of the rice bibliography database, the library’s flagship project, by thoroughly searching and indexing published and unpublished rice literature in all languages, in order to meet the information needs of rice scientists all over the world. Identifies rice literature for inclusion in AGRIS database in accordance with AGRIS bibliographic standards; bibliographic data are regularly send by e-mail to AGRIS headquarters in Rome.
Major Accountabilities/Responsibilities:

* Searches for rice references from print journals, conference proceedings. Reports, and electronic sources and other sources of rice literature
* Assigns codes, subject headings and descriptions to rice and related articles for efficient retrieval and ease of access.
* Translates all bibliographic citations of foreign language literature into English by using dictionaries or by seeking foreign language support from local scientists as needed to ensure consistency
* Monitors weekly rice technical literature alerts from Current Contents. Connect and other sources
* In charge of the Rice Database building and Rice Literature update
* Supervises library support staff
* Performs other related duties that may be assigned by the supervisor

Qualification Requirements:

* Bachelor degree in Library and Information Science;
* Holder of Professional License
* 2 years, preferably in a research or academic library
* Indexing skills; Computer skills; Excellent on-line and mutual searching skills; knowledge in library automation; attentive
* to details; thorough; and organize
